How to apply for the WhatsApp Business API
The full process for a Malaysian SME. Readable, followable, and with the three places people actually get stuck at the end.

First, check that you really need it
The free WhatsApp Business App already does a lot. You only need the API in a few situations: you want automated replies or AI, you want several staff on the same number at once, you want to connect your own system (POS, CRM, online store), or you want to send notification messages approved by Meta.
If you are one person replying to customers on a phone, stay on the free app. Full comparison in Business App vs Business API.
Three things you need
- SSM registration — you cannot apply as an individual. Enterprise or Sdn Bhd both work
- A Facebook Business Manager account, passed through Business Verification
- A phone number that is not currently active on WhatsApp or the WhatsApp Business App
The third one catches the most people — see below. Full checklist in What to prepare before you apply.
The steps
Go to business.facebook.com and set one up with your company name, address and website. The details must match your SSM documents exactly — mismatches are the most common reason verification is rejected.
Upload your SSM document plus a bank statement or utility bill showing the address. Meta usually replies in 1–3 working days, though it can take longer.
Add WhatsApp as an asset inside Business Manager and set your Display Name. The display name has to relate to your actual business — invented names get rejected.
Verification is by SMS or voice call. If the number was previously on WhatsApp, delete that account on the phone first and wait before binding it.
Message charges are billed here. Meta asks every account to have a payment method, and from 1 October 2026 it is what gets charged once you pass the 1,000 free service messages a month.
The API has no interface of its own. You need a platform to send and receive messages, give staff access, and connect AI. That is what a service like Lucco AI does.
How long it takes
Business Verification takes 1–3 working days. Number review and activation goes live the same day. That part is Meta's timeline and no provider can shorten it — anyone telling you "done in a day" is either talking about the free app or using an unofficial method.
The three places people get stuck
The number is already on WhatsApp
Fix: use a fresh number as your "AI line" and keep your existing number running as normal. This is what we recommend to most clients — your business never goes offline during the application.
Business Verification rejected
Nine times out of ten the details do not match: the company name or address in Business Manager differs from the SSM document, or the uploaded file is too blurry. Fix it and resubmit.
Display name rejected
Meta requires the display name to relate to your real business. Avoid all-caps, avoid stuffing keywords, and avoid anything close to someone else's trademark.
Common questions
Do I need a website?
Not strictly required, but a website whose details match your company makes verification go much more smoothly. A Facebook page can serve as supporting evidence.
Do Sdn Bhd and Enterprise both qualify?
Yes. Both are valid SSM business entities.
Does applying cost money?
The application itself is free. Charges arise when you send template messages, or once you pass the 1,000 free service messages a month — see How conversation charges work.
Can I apply myself without a provider?
Yes. But the API has no interface, so you will still need a platform to actually send and receive. The upside of applying yourself is that the WABA sits entirely in your own name.
